申报者不分年龄、学历、户籍、从业经验等背景条件限制（但因政策原因，暂不面向仍在接受九年义务教育的学生），只要具备了相应的职业能力水平，均可选择相应级别的申报或项目进行申报。

具备下列条件之一即可（能力优异者可适当放宽）：

一、初级：

1、大专以上或同等学历者；

2、中职以上或同等学历，从事相关工作一年以上者。

3、中职或同等学历，专业知识和实操技能特别优秀者。

二、中级：

1、已通过相应资格认证者；

2、本科以上或同等学历者；

3、大专以上或同等学历，从事相关工作两年以上者。

4、大专或同等学历，专业知识和实操技能特别优秀者。

三、高级：

1、已通过相应资格认证者；

2、研究生以上或同等学历者；

3、本科以上或同等学历，从事相关工作两年以上者；

4、大专以上或同等学历，从事相关工作三年以上者。
